An Islamic as opposed to ethinic leader of a Minority Muslim community such as in the West. ie a leader for all the muslims races in a community. These important characteristics are: 1) As well as the obvious time and resources that are needed he must also have Vision for where he wants the community to go and what he hopes to achieve in 1 yr, 2yrs, 5yrs time etc. 2) He must be able to identify the main pitfalls and weaknesses of the community as a whole and develop strategies to address them. 3) He must be open with the community and explain exactly all his plans and aims. 4) In return the community must support him (or her) and back him up with all resources he needs. 5) He must have been properly elected by the community through a fair election process, competing with other candidates, each explaining their plans and vision for how to change things and where the main issues lie.
